
Consensus from all sides – that's rare. The conviction that building will be easier in future has gained acceptance among associations, the Chamber of Architects and politicians. The housing market and anyone planning to build in the near future will benefit from this.
Building in Germany is set to become easier, cheaper and faster. Building type E can make an important contribution to this . This building type dispenses with numerous building standards that are not mandatory by law. This reduces construction costs.
In future, it should be easy and legally secure for contracting parties to agree on a Building Type E. At the same time, Building Type E is to be established in practice. This is provided for in a key issues paper jointly presented by the Federal Ministry of Justice and Consumer Protection and the Federal Ministry of Housing, Urban Development and Construction.
The Federal Chamber of Architects (BAK) welcomes the key points presented for civil law support for simple construction and will actively participate in the announced participation process. At the same time, the BAK points out that the federal states are also supporting the reform course. The Building Ministers' Conference is expanding the Model Building Code to include a conversion clause in order to facilitate deviations not only in new buildings but also, in particular, in existing buildings.
The German Institute for Standardisation (DIN) has supported the initiatives to date and welcomes this important step. The key points paper contains numerous proposals for reducing construction costs. Many of these proposals, such as more compact construction methods or reduced equipment features, can already be implemented today without changes to technical rules or standards. However, DIN standards will remain indispensable in the future.
The German Housing Industry Association (GdW) also expressly welcomes the fact that key points for building type E have now been presented. In doing so, the Federal Government is taking up central demands of the GdW that are essential for greater simplicity, legal certainty and cost efficiency in construction.
